 SPC "Uralmedsotseconomproblem" - a scientific - educational organization of Ministry of Health of Sverdlovsk Oblast, was established in October, 1995 in the city of Yekaterinburg.

 The centre is headed by the doctor of medical sciences,  professor Yu.F.Kuzmin.
 
 Experts of the Centre conduct significant educational and scientific work in the sphere of public health services of city of Yekaterinburg,  Sverdlovsk Oblast and the Urals region as a whole.

 
 Educational activity
 State educational establishment of additional postgraduate training "Urals research - practical centre of  medical, social and economic problems of public health services " carries out the educational work and  prepares documents (certificates) of the state approved format, valid at the whole territory of the Russian Federation: certificates of improvement of professional skill, certificates of experts in a specialty  "Health care management and public health ". 

The professional categories participating in educational training courses:
- Top managers of public health institutions (directors, Chief doctors);
- deputies of chief doctors (for medical work, for an out-patient work, for expert issues, for economy, and others),
- Chief nurses of the public health institutions,
- Managers of all other levels working in the sphere of public health (personnel managers, marketing managers, heads of departments, etc.)

Improvement of professional skill of public health managers involves 5 programs:
1) The most important issues of social hygiene, general management of public health services,
2) Peculiarities of public health management,
3) Medical statistics,
4) Psychology and management of personnel.

Duration of courses - from 72  to 144 academic hours.
 
 Instructors of the Centre are doctors and candidates of medical, economic, philosophical and engineering science and other highly qualified staff.  The SPC invites  trainers for its courses from other organizations as well (Chief doctors of healthcare institutions, representatives of Ministry of Health of Sverdlovsk Oblast, professors from the Urals State Economic University). It cooperates with the Department of public health management  of University of Manchester (Great Britain). In 1997-1999, 38 persons from among this Department have had training classes and led workshops on the basis of the SPC under the program "Management in public health services". From the time of its establishment the Centre has trained more than 1800 managers of public health services.

 
 Research activity
 Primary goals of research activity of the SPC are scientific support of policy formation and providing practical help and assistance to healthcare managers in the issues of reforming the  public health system and also in preparing and editing the scientific and scientific - methodological literature.
 
 During its work, the Centre has launched and fulfilled more than 30 scientific and scientific - practical projects devoted to various problems of the organization of public health services:  eg.:
- Forecasting the number of the doctors working in Sverdlovsk oblast for the period up to 2005 г;
- Scientific substantiation of creation of the regional centre of radiation medicine;
- Scientific substantiation of ways of reforming the departmental medicine;
- Analysis of incidence rates of sexually transmitted deseases and factors, influencing it at the territories of Sverdlovsk and Samara oblasts;
- Perfection of monitoring system of children’s health in  Sverdlovsk oblast;
- Estimation efficiency and effectiveness of activity of healthcare institutions and elaboration of suggestions for its improvement in Satkinsky district of Chelyabinsk oblast and city of Tyumen;
- The concepts of development of public health services in Sverdlovsk, Tyumen, Kurgan oblasts and city of Tyumen;
- Development of project "Yekaterinburg - healthy city ", the Strategic plan for development of Yekaterinburg till 2015.

 As a basis of research activity the SPC uses the principles of the system approach to information analysis, applies modern mathematical methods and information technologies. In particular, for the purposes of data analysis, methods and algorithms of pattern recognition realized in software KVAZAR were widely applied. So, with the help of the above software, the following problems were successfully solved:
- Analysis of completeness and reliability of databases,
- Restoration of the missed data in databases;
- Construction of mathematical models of classification of objects on the basis of training on precedents;
- Estimation of informativity of the used data;
- Modelling of the results of  probable managing influences on the basis of previously  constructed models of classification (solving rules) for the purpose of  choosing the optimal values for some parameters and the following classification of data;
- Taxonomy of multivariative supervision (KLASTER-analysis).
 
 The SPC "Uralmedsotseconomproblem" has prepared 28 candidates and 7 doctors of medical sciences on the specialty «PUBLIC HEALTH AND HEALTHCARE». The SPC has prepared and issued  a large amount of methodological documents, 11 collections of scientific works by  health care managers of the Ural region, 4 books together with experts of the Manchester University, 6 monographs.

4. Natalia Vladimirovna ZILBERBERG - Epidemiological regularities of syphilis incidence rate and improvement of monitoring methods with the help of medical-mathematical modelling - the dissertation for scientific degree of the candidate of medical sciences - 2000.

5. Marina Viktorovna SHEMETOVA - Scientific substantiation of the basic directions of reforming of departmental healthcare institutions - the dissertation for scientific degree of the doctor of medical sciences - 2000.
